Assessment Validation Overview
Registered Training Organisations (RTOs) manage various responsibilities after becoming registered, such as annual statements, AVETMISS reporting, and advertising compliance. Among these tasks, validation of assessments often stands out. While validation has been covered in multiple articles, a review of the basics is necessary. The Australian Skills Quality Authority defines assessment review as quality assurance of the assessment process.
Basically, assessment validation is concerned with identifying which parts of an RTO’s assessment methods are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the SRTOs 2015 regulations, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.
The regulations mandate two types of validation. The primary type of assessment review checks conformity with the requirements of the training package within your organisation's scope. The second validation ensures that assessments are conducted according to the Principles of Assessment and rules of evidence. This indicates that we perform validation both before and after the assessment. This article will concentrate on the primary type—assessment tool validation.
Overview of Assessment Validation Types
- Assessment Tool Validation: Referred to as pre-assessment validation or verification, deals with the primary part of the regulation, ensuring ensuring all unit requirements are met.
- Post-Assessment Validation: Deals with the execution, guaranteeing that RTO assessments adhere to the Principles of Assessment and Rules of Evidence.
Conducting Validation of Assessment Tools
When Should Assessment Tool Validation Be Conducted?
The purpose of validating assessment tools is to verify that all aspects, performance criteria, and performance and knowledge evidence are addressed by your assessment tools. Therefore, whenever you acquire new learning resources, you must carry out validation of assessment tools before students use them. There's no need to wait for your next 5-year cycle validation schedule. Review new materials as soon as possible to confirm they are fit for student use.
Nevertheless, this isn't the only occasion to do this type of validation. Perform assessment tool validation also when you:
- Amend your resources
- Add new training products on scope
- Audit your course with training product updates
- Note your learning resources as a risk during your risk assessment
ASQA uses a risk-based approach for regulating RTOs and requires regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.
What Training Products Require Validation
Bear in mind that this validation ensures conformity of all learning resources before being used. All RTOs must validate materials for each subject unit.
Resources Required for Assessment Tool Validation
To validate your assessment tools, you will need the complete set of your educational resources:
- Mapping Tool: The first document to review. It identifies which assessment tasks meet subject requirements, assisting in faster validation.
- Student Workbook: Ensure it is suitable as an evaluation tool during validation. Check if guidelines are clear and input fields are sufficient. This is a common issue.
- Assessor Guide/Marking Guide: Also verify if instructions for these guys evaluators are sufficient and if clear standards for each assessment item are provided. Clear standards are crucial for reliable assessment results.
- Supplementary Resources: These may include checklists, evaluation registers, and templates designed separately from the learner workbook and evaluation guide. Validate these to ensure they fit the assessment task and meet course unit requirements.
Panel for Validation
Regulation 1.11 specifies the requirements for members of the validation panel. It states assessment validation can be performed by one or more people. However, RTOs usually ask all trainers and assessors to participate, sometimes including industry experts.
Collectively, your assessment validation panel must have:
- Vocational Competencies and Current Industry Skills relevant to the unit being validated.
- Current Expertise in Vocational Education.
- Either of the following training and assessment credentials:
- Certificate IV in Training and Assessment TAE40116 or its successor.
Assessment Principles
- Impartiality: Is the assessment process fair and equitable for all candidates?
- Versatility: Is the assessment adaptable to different needs and preferences of candidates?
- Validity: Is the assessment relevant to the skills and knowledge it aims to evaluate?
- Consistency: Will different assessors make the same decision on skill competence?
Evidence Rules
- Relevance: Is the evidence appropriate to the requirements of the unit of competency?
- Adequacy: Is the evidence sufficient to cover all the required skills and knowledge?
- Originality: Is the evidence genuine and truly representative of the candidate's abilities?
- Relevance: Are the assessment tools based on current units of competency and up-to-date industry practices?
Specific Considerations for Assessment Validation
Pay attention to the verbs in the unit criteria and ensure they are addressed by the assessment task. For example, in the unit CHCECE032 Caring for Babies and Toddlers, one required performance evidence asks students to:
- Change diapers
- Prepare bottles, bottle feed babies and clean equipment
- Prepare and give solid food to babies
- Respond appropriately to baby signs and cues
- Get babies ready for sleep and settle them
- Observe and promote suitable physical activities and motor skills for babies
Common Pitfalls
Having students describe the nappy-changing process for babies under 12 months old doesn’t directly meet the unit requirement. Unless the unit specification is meant to evaluate underlying knowledge (i.e., knowledge evidence), students should be carrying out the tasks.
Mind the Plurals!
Pay attention to the frequency. In our example, one of the unit requirements of CHCECE032 Nurture babies and toddlers requires the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby does not fulfill the requirement.
All or Not Competent
Pay attention to lists. As mentioned earlier, if students only complete half the tasks, it’s not compliant. Each evaluation task must meet all specifications, or the student is not competent, and the evaluation tool is non-compliant.
Can You Be More Specific?
Each assessment task must have clear and specific reference answers to guide the assessor’s evaluation on the student’s competence. Therefore, it’s crucial that your guidelines do not baffle students or evaluators.
Double-Barrelled Questions: Avoid Them
Not using double-barrelled questions makes it easier for students to respond and for trainers to accurately judge student competence.
Ensuring Audit Compliance
Considering these requirements, you might wonder, “Don’t learning resource developers offer audit guarantees?” However, with these assurances, you must wait until an audit to address noncompliance. This impacts your compliance record, so it's better to take a preventative and compliant approach.
